What this site is and is not.

These pages set out a proposal for a statewide initiative. They also describe a loan program that became California law on September 29, 2026. They are published so that officials, insurers, and funders can examine both. Nothing here is an offer, a quote, or professional advice.

What is law here, and what is a proposal

The Million Wildfire Safe Homes Initiative described here is a plan being put forward for consideration. The California Wildfire Resilience Loan Program is law: SB 894, signed on September 29, 2026, establishes it at CAEATFA, the state financing authority that already runs GoGreen. The authority will administer it once the Legislature appropriates money for it, with no lien on the home and no limit by hazard zone. It takes effect January 1, 2027. Nothing has been appropriated for it yet. The statute sets no interest rate, loan term, or consumer name. The list of qualifying work is to be informed by guidance from CAL FIRE in consultation with the Office of Emergency Services and the Department of Insurance. Once money is appropriated, CAL FIRE may also provide technical assistance and public leadership, including outreach and education. The initiative proposes that the State Fire Marshal own the standard for qualifying work and be the program’s public face.

Beyond what SB 894 itself provides, no agency, office, insurer, lender, or credit union named on this site has committed to any part of it, and nothing on these pages binds any of them. Where the site describes something that already exists, such as the state’s GoGreen financing or the Department of Insurance’s mitigation rules, it says so and cites the source.

Not an offer of credit, and not advice

  • Not an offer of credit or a rate quote. The monthly figures on the loan page are an illustration produced by standard amortization at the initiative’s proposed terms. No loan is available through this site, the state program has not opened, and no application can be made here.
  • Not an insurance quote or a promise of savings. Insurance savings shown are illustrative: the FAIR Plan’s maximum published discount, 16.4%, applied to an estimated premium. What any particular home earns depends on its carrier, its policy, and its own condition.
  • Not professional advice. Nothing here is financial, legal, insurance, engineering, or fire-safety advice. Decisions about hardening a specific home should be made with qualified professionals and against the requirements of the local authority having jurisdiction.

How to read the numbers

Each figure on this site is a goal of the initiative, a published statistic, an estimate or an illustration, and the sources page says which. Neither the initiative nor the new loan program has run, so no figure is a result of either.

The sources page lists each figure with its source and the date it was last checked. Sources are cited as they stood on that date, and they may be revised or withdrawn by the bodies that published them.

Images

Some images here are photographs and some are illustrations, and the difference is marked in place. The aerial photograph of Los Angeles on the initiative page is a public-domain U.S. military image, credited on the page and pinned to its original record on the sources page. The two other large images, the figure inside the initiative page and the cover of the loan page, are illustrations created for the initiative, and each is labeled “Illustration” where it appears.

No image on this site depicts a specific home as an example of risk, of damage, or of work performed.

Links out

The site links to documents held by other organizations. We do not control those pages, which can move or change. A link is not an endorsement of anything else the linked body publishes.

Availability and accuracy

The site is provided “as is.” It is a preview of an initiative still being built, and pages will change. It carries no warranty that it is complete, current or uninterrupted. Every figure has been checked against its source, but errors are still possible, and any we find will be corrected.

Changes to these terms

The date at the top is the date of the last change. These terms will be updated when the proposal changes, particularly what the loan figures represent.
